Cloudy, spotted windows usually are not damaged. They are coated in calcium, silica and other minerals from sprinkler overspray, monsoon rain and Arizona's hard water. Left untreated, that layer starts to etch into the glass itself.
In most cases, yes. Cloudiness is usually a mineral layer bonded to the outside of the glass, not damage to the glass itself. Restoration polishes that layer off and returns the original clarity. The exception is fogging trapped between double panes, which means the seal has failed.
Arizona water carries a heavy mineral load. Every time sprinkler overspray dries on a window, it leaves calcium and silica behind. Monsoon rain adds its own dust and dissolved minerals. Each cycle stacks another layer, and the desert sun bakes each one a little harder onto the surface.
Given enough seasons, that deposit stops sitting on the glass and starts etching into it. Caught before that point, the glass underneath is untouched. This is why waiting is the expensive choice: the same window that polishes clear this year may be permanently marked in three.
